Combining Maghrib and Isha Prayers with Jama Taqdeem
In several previous articles I have explained about Jama Taqdeem. I highly recommend you to read the article. Why is that? The answer is because Jama Taqdeem is one way of combining obligatory prayers.
I already explained in the article on Jama Taqdeem, that Jama Taqdeem is to perform the two obligatory prayers at the beginning of time. So, if you want to combine Maghrib prayer and Isha prayer with Jama Taqdeem, then you have to do that during Maghrib prayer.

There is one important point about combining the two obligatory prayers in Islam with Jama Taqdeem, that it can be done in two ways: regular Jama Taqdem and Jama Taqdeem Qasr. I will explain that in the discussion below.
a. Combining Maghrib prayer and Isha prayer with regular Jama Taqdeem.
What is meant by combining Maghrib prayer and Isha prayer with regular Jama Taqdeem is performing Mahrib prayer and Isha prayer during Maghrib prayer. This was done without reducing the number of rakats. So, if you want to do that then you have to do Maghrib prayer with three rakats and Isha prayer with four rakats.
The niyyah to combine Maghrib prayer and Isha prayer with Jama Taqdeem is as follows:
أُصَلِّى فَرْضَ الْمَغْرِبِ ثَلَاثَ رَكَعَاتٍ مَجْمُوْعًا بِالْعِشَاءِ جَمْعَ تَقْدِيْمٍ لِلَّهِ تَعَالَى
I intend to do the fardhu prayer, Maghrib, three rakats, with the Isha prayer, done in Jama Taqdeem, because of Allah the Almighty.
After that you must immediately perform the Isha prayer:
أُصَلِّى فَرْضَ الْعِشَاءِ أَرْبَعَ رَكَعَاتٍ مَجْمُوْعًا بِالْمَغْرِبِ جَمْعَ تَقْدِيْمٍ لِلَّهِ تَعَالَى
I intend to do the fardhu prayer, Isha, four rakats, with the Maghrib prayer, done in Jama Taqdeem, because of Allah Taqdeem.
b. Combining Maghrib prayer and Isha prayer with Jama Taqdeem Qasr.
What is meant by combining Maghrib prayer and Isha prayer with Jama Taqdeem Qasr is performing Maghrib prayer and Isha prayer during Maghrib prayer and reducing the number of rakats in Isha prayer. So if you want to do that then you have to do Maghrib prayer with three rakats and Isha prayer with two rakats.
One of the important things about combining Maghrib prayer and Isha prayer with Jama Taqdeem Qasr that you have to understand is that the rakat in Maghrib prayer cannot be reduced, while the rakat in Isha prayer can be reduced. The point is that you have to perform Maghrib prayers with three rakats as usual and you have to perform Isha prayers with two rakats. That is what is meant by the Qasr prayer. The Qasr prayer is a variation of the Jama prayer (Jama Taqdeem and Jama Takheer).

There are some basic things about combining the two obligatory prayers that you should understand.
There are two ways of combining Dhuhr and Asr: with jama taqdeem and jama takheer.
Jama taqdeem is combining the two obligatory prayers at the beginning of time. Jama Takheer is combining the two obligatory prayers at the end of time.
There are two ways of doing jama taqdeem: regular Jama Taqdeem and Jama Taqdeem with Qasr.
What is meant by regular jama taqdeem is to combine the two obligatory prayers according to their respective rak’ahs. Dhuhr 4 rakats and Asr 4 rakats.
What is meant by jama taqdeem with qasr is to combine the two obligatory prayers by reducing each rakat. So, Dhuhr 2 rakats and Asr 2 rakats.
There are two ways of doing jama takheer: regular Jama takheer and Jama takheer with Qasr.
What is meant by regular jama takheer is to combine the two obligatory prayers according to their respective rakats. Dhuhr 4 rakats and Asr 4 rakats.
What is meant by jama takheer with qasr is combining the two obligatory prayers by reducing each rakat. So, Dhuhr 2 rakats and Asr 2 rakats.
If you are traveling and you want to combine Dhuhr and Asr, you can perform each prayer with 4 rakats for regular jama taqdeem and regular jama takheer or with 2 rakats for jama taqdeem with qasr and jama takher with qasr.
Simply, you can do 4 rakats for Dhuhur and 4 rakaat for Asr in regular jama taqdeem and regular jama takheer, or 2 rakats for Duhur and 2 rakats for Asr in jama taqdem with qasr and jama takheer with qasr.
You cannot do 4 rakats for dhuhr and 2 rakats for Asr or 2 rakats for dhuhr and 4 rakats for Asr in salat jama (jama taqdeem and jama takheer).

One important thing I want to make clear before I answer your question is, that there are two ways to combine the two obligatory prayers in Islam:
One: combining the two obligatory prayers with Jama Taqdeem.
Dua: combining the two obligatory prayers with Jama Takheer.
Jama Taqdeem is to combine the two obligatory prayers and perform both at the time of the first prayer. For example, if we want to combine Maghrib and Isha with Jama Taqdeem, we have to do it at the time of the first prayer: at the time of Maghrib prayer.
Jama Takheer is to combine the two obligatory prayers and perform both at the time of the second prayer. For example, if we want to combine Maghrib and Isha with Jama Takheer, we have to do it at the time of the second prayer: at the time of Isha prayer.
One of the conditions if we want to do the Jama prayer (Jama Taqdeem and Jama Takheer) is tartib or perform the first prayer first, such as Zuhr prayer first then Asr prayer, and Maghrib prayer first and then Isha prayer.
So, in simple terms, the answer to your question is: we have to pray 3 rakats of Maghrib prayer first, then 2 rakats of Isha prayer. We can do that with Jama Taqdeem and Jama Takheer.
The conditions for performing the Jama prayer become the standard answer to your question.
