وَقَالَ رَبُّكُمُ ادْعُوْنِيْٓ اَسْتَجِبْ لَكُمْ ۗاِنَّ الَّذِيْنَ يَسْتَكْبِرُوْنَ عَنْ عِبَادَتِيْ سَيَدْخُلُوْنَ جَهَنَّمَ دَاخِرِيْنَ ࣖ
And your Lord says, "Call upon Me; I will respond to you." Indeed, those who disdain My worship will enter Hell [rendered] contemptible. (Ghafir [40]: 60).

Now, if you ask me “should we say dua before safar?”, the answer is “no. We don't have to say safar dua, but if we say that, then it's better for us." That's the answer.

Is Safar Dua Accepted?
The fourth important thing about safar dua in Arabic which I will explain now is “is safar dua accepted?”. I want you to understand that now so that you understand whether the safar dua is accepted or not.
Before I give you the answer to the question (is safar dua accepted?), I will quote two hadiths about praying to Allah. The two hadiths I am referring to are as follows:
عَنْ أَبِيْ هُرَيْرَةَ رَضِيَ اللهُ عَنْهُ : أَنَّ رَسُوْلَ اللهِ صَلَّى اللهُ عَلَيْهِ وَسَلَّمَ قَالَ : يَنْزِلُ رَبُّنَا تَبَارَكَ وَتَعَالَى كُلَّ لَيْلَةٍ إِلَى السَّمَاءِ الدُّنْيَا ، حِيْنَ يَبْقَى ثُلُثُ اللَّيْلِ الآخِرِ يَقُوْلُ : مَنْ يَدْعُوْنِيْ فَأَسْتَجِيْبُ لَهُ , مَنْ يَسْأَلُنِيْ فَأُعْطِيْهِ , مَنْ يَسْتَغْفِرُنِيْ فَأَغْفِرُ لَهُ
From Abu Hurairah radiyallahu anhu, that the Messenger of Allah (Prophet Muhammad) sallallahu 'alayhi wa sallam said, "Our Lord (Allah) the Most Holy and Exalted descends into the world's sky every night, when the last third of the night remains. He said, “Whoever prays to Me, I will surely answer. Whoever asks of me, I will surely give. Whoever begs me for forgiveness, I will surely forgive him."
مَا مِنْ أَحَدٍ يَدْعُو بِدُعَاءٍ إِلاَّ آتَاهُ اللَّهُ مَا سَأَلَ أَوْ كَفَّ عَنْهُ مِنَ السُّوءِ مِثْلَهُ، مَا لَمْ يَدْعُ بِإِثْمٍ أَوْ قَطِيعَةِ رَحِمٍ
There is no one who prays with a prayer except that Allah will grant what he asks for or turn him away from a similar evil, as long as he does not pray that contains a sin or severance of ties of kinship.
All readers! The two hadiths above explain that Allah answers the dua of someone who prays. He granted the request of someone who asked him. He forgives the sins of those who ask Him for forgiveness.
