مَا طَلَبَ الشَّارِعٌ تَرْكُهُ عَلَى وَجْهِ الْحَتْمِ وَالْإِلْزَامِ

مَا يُثَابُ تَارِكُهُ اِمْتِثَالاً ، وَيَسْتَحِقُّ الْعِقَابَ فَاعِلُهُ
Something that if left by someone, then that person will get a reward and if he does, then he he will be punished.
Meaning of Not Get Married
The meaning of "not get married" is very simple, that someone is not married. So, we can understand the phrase “haram to not get married” in this sense.
But, in general, if we find someone explaining "haram to not get married", then it means that it is something that is not allowed in Islam. But if we find someone asking about "haram to not get married", it means that the person is asking whether it is permissible or not to be done in Islam.

وَأَنكِحُواْ ٱلۡأَيَٰمَىٰ مِنكُمۡ وَٱلصَّٰلِحِينَ مِنۡ عِبَادِكُمۡ وَإِمَآئِكُمۡۚ إِن يَكُونُواْ فُقَرَآءَ يُغۡنِهِمُ ٱللَّهُ مِن فَضۡلِهِۦۗ وَٱللَّهُ وَٰسِعٌ عَلِيمٞ ٣٢
And marry those among you who are single and those who are fit among your male slaves and your female slaves; if they are needy, Allah will make them free from want out of His grace; and Allah is Ample-giving, Knowing. (An-Nur [24]; 32).
عَنِ ابْنِ مَسْعُوْدٍ رَضِيَ اللهُ عَنْهُ قَالَ : قَالَ لَنَا رَسُوْلُ اللهِ صَلَّى اللهُ عَلَيْهِ وَسَلَّمَ : يَا مَعْشَرَ الشَّبَابِ مَنْ اِسْتَطَاعَ مِنْكُمْ الْبَاءَةَ فَلْيَتَزَوَّجْ , فَإِنَّهُ أَغَضُّ لِلْبَصَرِ وَأَحْصَنُ لِلْفَرْجِ , وَمَنْ لَمْ يَسْتَطِعْ فَعَلَيْهِ بِالصَّوْمِ فَإِنَّهُ لَهُ وِجَاءٌ
From Ibn Mas'ud radliyallahu anhu, he said, "The messenger of Allah sallallaahu alayhi wa sallam said to us, "O young people, anyone of you who can have sex, then he must get married. Indeed it (marriage) is better able to keep eye sight and better able to maintain vital organs. Anyone who can't, then he must fast because it actually suppresses the desire to have sex."
أَرْبَعٌ مِنْ سُـنَنِ الْمُرْسَلِيْنَ: اَلْحَيَـاءُ، وَالتَّعَطُّرُ، وَالسِّوَاكُ، وَالنِّكَاحُ
There are four things that are included in the Sunnah of the Messengers of Allah: shyness, wearing perfume, Siwak, and getting married.
